The Internet as a technology with specific capabilities is remarkably context-dependent depending on where users are located and what infrastructure they can access. Weather-dependent in Cambodia, subject to invisible and constantly shifting censorship in Uzbekistan or China, or still delivered primarily over dial-up speeds in rural areas around the globe, the objective measure of &amp;quot;Internet access&amp;quot; doesn&#039;t tell us that much about what kinds of content people can access, the interaction and communication modes they adopt, and how the technology gets integrated into everyday life and professional practice. In these areas of greater constraint, people are innovative and unpredictable in how they adapt certain technologies to local needs. When we look at specific countries and people&#039;s patterns of adoption and usage, how does our understanding of the global Internet change? How does the innovative use of Internet and mobiles in emerging markets point to the future of other emerging technologies?&lt;br /&gt;

2. Infrastructure. What does infrastructure look like at a detailed level and how does that affect how Internet-related technologies are spreading, how they are being used, and what future growth patterns are likely to be.&lt;br /&gt;

3. Policy. What are the characteristics of local regulatory schemes that encourage or discourage the growth of Internet-related industries. Based on the current directions of policy, where might Internet industries/usage/adoption experience the most growth?&lt;/div&gt;</summary>

The goal is to create a model for an online teaching environment that enables a continuing feedback loop between one teacher and many students and classes of students and  online curriculum sufficiently engaging to attract and sustain studentsâ interests in higher education. What type of business plan can sustain this model?   How should an effective legal charter be designed?&lt;br /&gt;

The experience with OpenCourseWare illustrates the promise and the pitfalls of open online education.  Heralded as making all MIT courses âopenâ to the world, much remains to be achieved if that promise is to be fully realized.  The first gotcha was the realization that professors routinely distribute proprietary materials that have to be scrubbed from the web version.  This issue quickly came to dominate the implementation of OCW.&lt;br /&gt;
&lt;br /&gt;
The copyrighted content problem is linked to the advancement and compensation of faculty based on publication in fee based journals with elitist and slow paced review processes.  While changing all of that could greatly increase the vigor of research, it would do so at the expense of those who have long labored to climb up and then heap upon their intellectual mountain.&lt;br /&gt;
&lt;br /&gt;
The success of a system depends on the degree to which it serves the needs of its users.  OCW does little to serve the needs of professors or students enrolled at MIT.  How could it do better?  Advancement at all levels, including even of students towards graduation, might be linked to achievements in the OCW domain.  For example, every student could be required to tutor a student not enrolled at MIT and oversee that student doing the same.  Faculty promotion could be based on the success of their courses measured by the size of their following and improvements to the open materials.&lt;br /&gt;
&lt;br /&gt;
Changes in the reward system would not be sufficient.  It is technology that defines the art of the possible and the software for collaborative work remains primitive.  The wiki upon which this site and wikipedia are built is analogous to the Model T, in its first decade when it required hand cranking and frequent repair at the roadside!  (OCW publishes to .PDF files which inhibit modification and are particularly inappropriate for collaboration.)&lt;br /&gt;
&lt;br /&gt;
Software such as runs this wiki has no mechanism for managing competing versions so that one comes to dominate through the force of evidence and argument.  Such shortcomings preserve the role of the faculty guide but hold back the development of a âglobal mindâ.&lt;br /&gt;
&lt;br /&gt;
Concomitant with the need for software that automatically keeps track of the intellectual horse races is the need to compensate the hard work that racing entails.  Tying of advancement to performance may be sufficient for people already attached to institutions with professional tracks but it would not help unattached individuals to earn a living.  There is also the problem that greatly improving the quality of free education tends rather to undermine the business model of academe.  So scratch my suggestions above.  They are not going to be implemented by academic institutions, not even MIT.&lt;br /&gt;
&lt;br /&gt;
Despite the importance of ensuring that content is free to be modified, there are no good ways to separate this critical freedom from the meaning of free as in free beer.  The intractability of this problem suggests that the pendulum of politically correct thought will swing back.  Content creators need ownership with attendant rights to control access and demand payment.  Before you react with dismay and horror to such a bald statement, let me add that the political pendulum will not swing until the system proves also to be a fountain of costless or at least very affordable and quite good content, better at that even than todayâs wikis and open source forges.  &lt;br /&gt;
&lt;br /&gt;
In giving back ownership, such a system would recognize even small contributions.  It would place them in a competitive environment that strongly rewards the emergence of consistent views.  The dominant views will still have to compete.  A preponderance of evidence accumulated by individuals who labor and speculate on the prevailing order will sometimes change it.  &lt;br /&gt;
&lt;br /&gt;
In this market in ideas, an author would start out by owning all of her creation.  The publishing framework ought to ensure that dissenters can leave discreet markups which become prominent according to the accumulated weight of their evidence and argument.  The author should not be able to remove these and will often negotiate to incorporate them.  Or the owners of the embedded content might buy her out and make her content free as a way to draw more traffic into their more more vigorous properties.  In this way, well worn paths may become free as a way to feed the budding branches where most growth and economic exchange occurs.&lt;br /&gt;
&lt;br /&gt;
Thus reading the global mind will require significant investment, but really only for the developing parts.  One might think of this as &amp;quot;pay to play&amp;quot;, as if placing a bet.  Since ownership leads to expectations of future revenues, there would arise equity and options markets also.  Once admitted to a view, one could wager that it going to crumble or simply be surpassed by another that is growing faster.  The values will be consistent with the effort required to create winning alternatives.  Those which withstand onslaughts from within and without can become reference works leading to the frontiers of knowledge.  There would necessarily be people who spread falsehoods, whether knowingly or not.  The untruths will be highly vulnerable if others can bet on exposing them but this will not necessarily prevent mass delusions from enjoying a long run.&lt;br /&gt;
&lt;br /&gt;
The developers who make this possible will raise the consciousness of the planet.  It may be unappealing that those with greatest access will remain those with the greatest wealth, but it has ever been thus.  The man of economic needs cannot be divorced from the man of intellectual aspirations.  In all likelihood, the closer the marriage, the better it will be for both.&lt;br /&gt;
&lt;br /&gt;
This does not answer the two questions which started out at the top of this page.  Neither business plans nor legal charters are the sticking points.  âThe medium is the messageâ and the medium is far from done.&lt;/div&gt;</summary>

There are a lot of myths floating through the ether about how young people use new technologies.  Does it make sense to talk about a distinctive global culture of young people -- Digital Natives -- who have only known life in a digital age?  This session will focus on what research does and doesn&#039;t teach us about what this population of young people are up to?  What are the great things that we wish to foster, like creativity using digital tools and new forms of civic activism?  What are the things that we should be worried about, from safety to information overload?  This session will explore recent research at the Berkman Center and elsewhere on the way that some young people use technologies differently -- or the same as -- those who are older.  &lt;br /&gt;

&#039;&#039;The online world presents a wholly new and completely different set of issues for youth we must address.&#039;&#039;&lt;br /&gt;

Many of the issues cropping up with children and young people playing, being, and living online â from cyberbullying, to information evaluation, to online civic engagement - are the same as age-old offline issues, however filtered through a new medium with new possibilities, and new considerations.&lt;br /&gt;

&#039;&#039;&#039;Myth #2&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;Digital Natives are wasting time online.&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Young people are learning, gaining skills, and becoming collaborative, critical and informed members of society through their online and digital engagements.  &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Myth #3&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;Young people online are hugely susceptible to falling victim to sexual predators.&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Digital natives are very aware of the issue of predators sexual online, and even more aware of how to avoid this danger.  In fact, one of our most consistent findings among young people across ages and socio-economic groups was their ability in using a variety of strategies to avoid unwanted contact with strangers online.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Myth #4&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;Digital Natives donât care about privacy.&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
New technological affordances have meant that for most digital natives, sharing via digital tools has become the norm â but this does not mean they donât care about privacy.  Privacy concerns vary largely among young people based on age, education, and if repercussions of privacy compromise have been experienced.  âPrivacy from whom?â is an important question here â hugely differing attitudes are prevalent in regards to sharing with friends, strangers, service providers, and government entities.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Myth # 5&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;Digital Natives donât care about copyright.&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Copyright is a complicated and scary word â for most digital natives, a notion just vaguely related to something illegal.  Young people are hugely lacking in knowledge regarding issues of legality concerning copyrighted content online.  While for sure the norm among young people is access for free, many are not indifferent to the rights of creators. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Myth #6&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;All digital natives are experts at navigating online spaces and tech-savy creators.&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
While the vast majority of young Americans have access to technologies, the knowledge of digital tools, online spaces, and skills in this arena widely vary.  While socio-economic and access to education are strong factors in determining digital nativesâ skill level, so is their social group: a major motivator for young people to create online is to do so as part of a online or offline community.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Myth #7&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;Digital Natives are all politically engaged on the internet.&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Most digital natives are not politically engaged, online or off.  We did not meet many young people taking part in civic activities online.  But the potentials for engagement are great in the digital space due to two major factors: (1) digital natives understand their active role in society, and that their voices are and will be heard (2) online spaces are extremely fluid â based on networks, a single space accommodates for entertainment, socializing, learning, and political engagement - in doing so, networks readily draw those young people who may otherwise be uninspired politically to begin to engage.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Myth #8&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;Digital Natives behavior is outside the realm of understanding for parents, teachers, and other digital immigrants.&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Promises and perils online are often rooted in the same core issues and causes as their offline equivalents.  Parents and teachers have much knowledge and wisdom to help guide young people as they move about digital space.  However, the medium is different, and it is important for those in the Digital Nativesâ lives to learn about the online spaces young people are living in, just as they do about the real-life spaces.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Myth 9&#039;&#039;&#039;&lt;br /&gt;
&#039;&#039;Digital Natives are a homogeneous body&#039;&#039;&lt;br /&gt;
Current initiatives on online child safety assume that digital natives are a homogeneous body - accordingly, we rely on benchmarks of &#039;competency&#039; based on the &#039;ideal prudent child.&#039;  Recognizing that digital natives have significant implications for the way we educate, engage and empower young people. More importantly, we need to rethink whether the best interests principle or competency rhetoric continues to be relevant in the digital environment.&lt;/div&gt;</summary>

This session will be an open discussion of what projects, tools, ideas, actions, might make the emerging online news and information environment as good as it can be. Hand-wringing and rehashing of &amp;quot;bloggers vs. journalists&amp;quot; strictly discouraged.&lt;br /&gt;

Some assertions we might discuss: &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;1.	(Old media are broken)&#039;&#039;&#039; In the United States, content creation and dissemination possibilities afforded by new technology are disrupting the scarcity-based business models of all forms of traditional media. There are already examples of market failures to meet the information needs of a democracy, and the trend is accelerating. The effects are less acute in countries with more dominant public media or lower Internet penetration, but the tendencies are the same. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;2.	(Bloggers didnât break &#039;em)&#039;&#039;&#039; The rise of non-professionals critiquing, aggregating, pointing to or creating news-related content is parallel to the changes in the traditional industry; it is not the cause of the disruption.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;3.	(Bloggers wonât fix &#039;em)&#039;&#039;&#039; At least not on their own. The new participatory media sphere is expanding rapidly, but without intervention will not develop the specific functions needed to fill the gaps created by the crumbling of the traditional institutions.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;4.	(There are lots of new things we can try) &#039;&#039;&#039; The networked media environment offers huge potential to engage new participants, make new connections, and use new techniques and technologies to enhance and improve every aspect of the news and information environment: reporting accuracy, depth, context, responsiveness, comprehensiveness, analysis, links to civic engagement.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;5.	(But we wonât)&#039;&#039;&#039; However, the mechanisms of the market and the non-market that currently drive investment of human and other resources are not working to take full advantage of that potential to improve the quality of civic debate and ensure that there are independent institutions able to challenge the powers that be. None of traditional media, tech companies, individuals, and most grant-making institutions have the combination of motivation, expertise and resources needed. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;6.	(Unless you help)&#039;&#039;&#039; Coordinated efforts by multiple stakeholders are needed to stimulate media projects with public service missions, regardless of their revenue model. They may be standalone, within existing media organizations or new networks of organizations and individuals.&lt;br /&gt;
&lt;br /&gt;
7&#039;&#039;&#039;.	(Use cross-breeding to let 1000 new hybrid flowers bloom)&#039;&#039;&#039; Projects should be based on cross-sector, multi-media collaboration and experimentation that builds on the expertise, resources and energy extant in traditional media institutions, technology companies, civil society, and the audience itself. Small experiments should be encouraged.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

Linux/FOSS development is either the wrong model for participatory media or the right model interpreted the wrong way (meaning: in order to achieve the qualities and carry out the functions of news media, participatory media needs to be more organized and less volunteer-based than most people seem to think)  &lt;br /&gt;

Editing in every sense of the word is indispensable and there are critical editorial functions that are not being fulfilled by the non-traditional media&lt;br /&gt;
&lt;br /&gt;
Hyperlocal reporting might be accomplished w/volunteers, but only with a carefully designed robust organization, probably with some central support structures&lt;br /&gt;
&lt;br /&gt;
News agencies may end up ruling the world&lt;br /&gt;
&lt;br /&gt;
It&#039;s not about people losing their willingness to pay for the news: in fact Americans have long had a culture of getting broadcast news for âfreeâ and perhaps paying for the delivery systems, it is primarily the traditional newspaper industryâs failure to re-imagine themselves that is responsible for the business crisis they are in&lt;br /&gt;

I was thinking of fleshing out Zittrain&#039;s framework of generativity vs. security. The martial title, however, brought in relatively militant discussants, so we mostly talked about government, control, crime, and openness.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

The &amp;quot;battlefields&amp;quot; identified were mostly issues rather than locations. However, Africa and Asia were discussed briefly as places where cell phones were vital additions to their lives, not just alternative internet devices.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Battlefields&#039;&#039;&#039;&lt;br /&gt;
* DRM: The content owners vs. the consumers with the PC industry caught in the middle.&lt;br /&gt;
* Anonymity: The Right described the needs for dependable authentication claiming the internet&#039;s anonymity is far too pervasive. The Left observed that &#039;&#039;anonymity is a constitutional right&#039;&#039;.&lt;br /&gt;
* Identity Integrity: Being impersonated can be a problem. &#039;&#039;Being authenticated in a blog comment can allow you to build credibility.&#039;&#039;&lt;br /&gt;
* Encryption: Left and Right agreed that the barriers to adoption have been usability and enterprise customers, not government, wanting to control users.&lt;br /&gt;
* Traffic Blocking: If you count Comcast and Cox blocking Bit Torrent, the &#039;&#039;US does more than any other country&#039;&#039;.&lt;br /&gt;
* Transparency: The biggest complaint against Comcast service tweaking was their misleading customers. During an already amazing election year, this session will address many of the unanswered questions around the impact of the Internet on the Presidential campaigns and the political process. Is the Internet transformative or just a new tool for classic campaign strategies? Does the Internet diminish or amplify the role of traditional media during elections?  What are the most important forms of new interactive media during elections? What can campaigns do to address the weaknesses of online mobilization, including leadership development, fostering close personal connections and accountability, and other attributes required for effective political mobilization in the off line world?  Which campaigns are most effective at online mobilization so far, and can the least effective win without improved online strategies?&lt;br /&gt;

Basic Idea:&lt;br /&gt;
I imagine an internet and politics session during election season would be of great interest and very timely.  People can talk about what they are reading/seeing everyday.  We could partner with KSG, others.  The center for internet and politics at GW or Pew Center might be other good partners.&lt;br /&gt;
&lt;br /&gt;
The session could focus on how the Internet is transforming presidential campaigns--increasing direct citizen involvement (or not), changing fundraising, blogging, outreach, organization, etc.  What is new and what is different?  Is it transformative or just new tools for old campaign strategies?&lt;br /&gt;
&lt;br /&gt;
We could have someone like Joe Nye moderate, and David Gergen, other KSG faculty on the panel.  Maybe a big MSM news person could also moderate--tim russert, someone from PBS/NPR, etc. If we could get a campaign rep from the obama, clinton, mcain, and former romney, guliani, even dean campaigns could add to the real world perpsective and keep it from being too academic.  Zephyr Teachout would be a good panelist.  I&#039;m sure we could fill a panel just with ksg people in town, but would want broader representation probably.&lt;br /&gt;
&lt;br /&gt;
from GK: Great set of ideas, I would suggest narrowing down the issues because otherwise it&#039;s quite possible for people to talk past each other. Fundraising is probably the most well-covered of the ones you mentioned; what I&#039;m most interested in is the capacity to generate real-world action. e.g. my.barackobama.com enables virtual phonebanking. what else is possible but needs to be tested? what&#039;s transferable to non-electoral contexts?&lt;br /&gt;

* From Tom Seivert, KSG Nat&#039;l Security Fellow: You might also contact the Shorenstein Center for the Press, Politics and Public Policy at the Kennedy School.  Specifically, Tom Fiedler, the former editor of the Miami Herald.  He&#039;s well versed in the changing roles of traditional journalistic media and the growing impact of the political blogosphere.  Tom also is a veteran presidential campaign reporter.  In fact, he&#039;s the one that broke the Gary Hart &amp;quot;Monkey Business&amp;quot; story way back when.  He&#039;s a great guy and would be more than willing to help out, or help you gain access to some of the other media people mentioned above.&lt;br /&gt;

&lt;div&gt;Network neutrality (also net neutrality, Internet neutrality) is a principle proposed for user access networks participating in the Internet that advocates no restrictions on content, sites, or platforms, on the kinds of equipment that may be attached, and on the modes of communication allowed, as well as communication that is not unreasonably degraded by other traffic.&lt;br /&gt;
&lt;br /&gt;
The principle states that if a given user pays for a certain level of Internet access, and another user pays for a given level of access, that the two users should be able to connect to each other at the subscribed level of access.&lt;br /&gt;
&lt;br /&gt;
Though the term did not enter popular use until several years later, since the early 2000s advocates of net neutrality and associated rules have raised concerns about the ability of broadband providers to use their last mile infrastructure to block Internet applications and content (e.g. websites, services, protocols), particularly those of competitors. In the US particularly, but elsewhere as well, the possibility of regulations designed to mandate the neutrality of the Internet has been subject to fierce debate.&lt;br /&gt;

How does that lawmaking and regulation change when we shift from real estate and shipping metaphors to those of publishing, which are what we use when we say the Web is comprised of &amp;quot;pages&amp;quot; and &amp;quot;documents&amp;quot; that we &amp;quot;write,&amp;quot; &amp;quot;author,&amp;quot; &amp;quot;post&amp;quot; and &amp;quot;syndicate&amp;quot;?&lt;br /&gt;
&lt;br /&gt;
Metaphors give us the vocabularies we use to frame our understanding of everything we know. They&#039;re what we think and talk &amp;quot;in terms of&amp;quot; -- for everything, including the Net. They also frame laws, policies, practices and curricula -- with vastly different results, depending on the frames employed. Think about Senator Steven&#039;s tortured discourse on trucks and tubes.&lt;br /&gt;
&lt;br /&gt;
All our disagreements about the Net arise from conflicting frames. The carriers opposed to Net Neutrality, for example, frame the Net as a mostly private transport system, much of which they own. Those who favor Net Neutrality frame the Net as a place (or a space), for free expression and association.&lt;br /&gt;
&lt;br /&gt;
In this session we&#039;ll source and surface these frames and the differences between them, present them if fun detail, and look at which garden paths each one leads us down -- and thus frame up the discussion that follows.&lt;br /&gt;

As universities increasingly consider open access, as an initiative and mode of scholarship, they inevitably engage with broader civic values around knowledge, authority, and the nature of traditional scholarship.  How will this debate shape the role and constitution (in the sense of civic health and collective governance) of universities in the future?  What are the &amp;quot;values and identity questions&amp;quot; lurking at the core of questions about authorship, ownership, and distribution?  How might open access act as an extension of the social and societal role that universities and libraries have traditionally played?  How does it also forge a new path? &#039;&#039;&#039;Background&#039;&#039;&#039;: Harvard recently passed a sweeping mandate encouraging all faculty members to license their scholarly articles to a free and open repository. This panel examines the politics of getting such a mandate passed, the civic values of promoting collective engagement at an institutional level, and the social role that universities and libraries might play in the larger world.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Questions&#039;&#039;&#039;:&lt;br /&gt;
&lt;br /&gt;
* 1. How did we do it? Interviews with Harvard faculty re collective action problems and solutions; presentation of empirical evidence re how things are coming together.&lt;br /&gt;
&lt;br /&gt;
* 2. How can we expand it (e.g., to other departments, other domains)? Compare to other existing/proposed university and institutional proposals, specifically MIT and NIH; analogize to free culture&#039;s own efforts to encourage students to post theses online. How can other universities follow suit?&lt;br /&gt;
&lt;br /&gt;
* 3. What does open access mean for the role of the university both as a political community and as an actor in various global communities? Draw analogies to OpenCourseWare and OLPC.&lt;br /&gt;
